Captain Dave
Welch is a native of Peoria,
Illinois. He graduated
from the United States Naval Academy
in Annapolis, Maryland in 1987 with a Bachelor
of Sciences degree in English.
His sea tours
include Deck Division Officer and Main Propulsion Division Officer is
USS Nassau (LHA 4); Navigator in USS Ticonderoga (CG
47); Flag Lieutenant for Commander, Cruiser Destroyer Group EIGHT;
Engineer Officer in USS Anzio (CG 68); Executive Officer in USS
Lake Erie (CG 70); Commanding Officer, USS Chung-Hoon (DDG 93); and Commander, Destroyer
Squadron Three One.
Ashore, he served as
Advanced Tactical Data Links and Combat Identification Requirements
Officer (OPNAV N62G) on the staff of the Chief of Naval Operations; Pacific
Fleet Cruiser-Destroyer Placement Officer (PERS 413B) and Surface
Commander Assignments Officer (PERS 410B), Naval Personnel Command;
Deputy for Resources and Assessment (J80), United States Pacific
Command; and Deputy for Littoral Combat Ships (OPNAV N96E), Surface
Warfare Directorate, on the staff of the Chief of Naval Operations.
Captain Welch holds
a Master of Arts degree in National Security Affairs from the Naval Postgraduate
School in Monterey, California.
He has been awarded
the Defense Superior Service Medal, Legion of Merit (two awards),
Meritorious Service Medal (three awards), a Joint Service
Commendation Medal, Navy and Marine Corps Commendation Medal (three
awards), and the Navy and Marine Corps Achievement Medal (two
awards), as well as various unit and campaign awards.
